The festival featured cultural characteristics of fishermen in Central and Southern Region, with rituals for praying the favorable weather and successful fishing trips.

According to historical documents, Cam Lam village organized the first procession of the tutelage of the village and whale god in 1953. The village has revised this tradition for recent years with different ceremonies in larger scales and more attractive manners.

It was also opportunity to strengthen community cohesion in Xuan Lien and neighboring communes.
