THE CONTENT OF THE DEREE 234/SL ON 14TH JUNE, 1955 PASSED BY PRESIDENT OF SOCIALISTREPUBLIC OF VIETNAM

PRESIDENT OF SOCIALISTREPUBLIC OF VIETNAM

 

 

Based on the policies of Socialist Republic of Vietnam on religious,

 

Based on these principles to guarantee the right for religious freedom passed by the National Assembly of Socialist Republic in the 4th Congress,

 

According to the resolution of the Government Assembly and National Assembly Standing Committee

 

ISSUE DECREE: 

 

 

CHAPTER I: GUARANTEE FREEDOM FOR RELIGIOUS

 

Article 1:

 

Government guarantees freedom of religion and worship and freedom of the people. No one can violate this right. Every Vietnamese can follow one religion or do not follow any religion. The monks are free to teach religion in religious institutions (such as churches, temples, shrines, teaching school, etc.  ...).

 

When evangelize religion, the monks and nuns are responsible for teaching religious believers love for the country, obligations of citizens, the sense of respecting the government and the law of Socialist Republic of Vietnam.

 

Article 2: The monks and the believers have all rights of citizens and must do all the obligations of citizenship.

Article 3: The foreign monks, who are permitted by the Government of Socialist Republic of Vietnam, can preach as the monks of Vietnam

and must comply with the laws of the Socialist Republic of Vietnam.

 

Article 4: The religions can publish and sell bibles, books of religious, but must obey the law of publication passed by Socialist Republic of Vietnam.

 

Article 5: The religions can open training schools for religion activities

 

Article 6: The churches, temples, shrines, temples, and worship, the teaching school of religion are protected by the law.

 

Article 7: Law will punish those who take advantage of religion to ruin peace, unity, independence, democracy, unity, war propaganda, prevent believers from performing citizens’ obligations, invade religious freedom, or do other things contrary to the law.

 

CHAPTER II

 

COMMERCIAL, CULTURAL AND SOCIAL ACTIVITIES OF RELIGIONS

 

Article 8: The religious organizations, which do economic, cultural and social activities, are permitted after getting the government’s permission and approval for program, regulation.

 

Those organizations are regarded as private organizations and they are protected by the law.

 

Article 9: The religious organizations are allowed to open private schools. The private schools must teach according to the educational programs of the Government. Beside they can teach more about religion that students want to learn. 

 

 

CHAPTER III

 

LAND ISSUE OF RELIGIONS

 

 

Article 10: In land reform, the government collects or buys land of the religious to divide for farmers; the government will leave churches, temples, shrines enough land for worship and the monks can live well to do religious work.

The land will be measured and noted by local farmers

(where there are churches, temples, shrines) and the provincial government.

In rural area, when dividing land people who work for churches, temples,

 

shrines, also can receive land as other farmers

 

Article 11: When launching tax reduction and land reform, bishops, priests, monks, pastors and dignitaries who have land and they collect money as landlords, they will not be considered as landlord, but they must obey the land policy of the Government.

 

Article 12: Ensure worship of the people and for the land in church, temple of monks and nuns, after land reform the Government should collect lower land.

 

CHAPTER IV

 

RELATIONSHIP BETWEEN AUTHORITY AND RELIGION

 

Article 13: The authority can not interfere in the internal affairs of religion.

Regarding to Catholics, religious relations between the Churches in Vietnam

with the Holy Roman is internal affairs of the Catholics.

 

Article 14: The religious organization must comply with the laws of Socialist Republic of Vietnam as all other organizations of the people.

 

Article 15: The freedom of belief, freedom of worship is a right of the people. Democratic Republic government always respects the rights that help people and execution.

 

CHAPTER V

 

IMPLEMETING DECREE

 

Article 16: Prime Minister, the Land Reform Central Board central and related ministries are responsible for implementation of this decree.
