The program was approved by a decision signed by Deputy Minister of the Culture, Sport and Tourism Trịnh Thị Thủy.

Accordingly, the ministry assigned its Ethnic Culture Department to coordinate with provincial authorities of Ha Giang and Lao Cai to build models of preserving performing arts and handicrafts of ethnic minorities in the localities through survey and assessment activities, supporting for heritage teaching and practice, and organizing classes to teach and practice performing arts and handicrafts for local ethnics.

The Culture, Sports and Tourism Ministry also required that the program for preserving and promoting cultural identities and traditions of each region and ethnic group must be suitable to the cultural life, customs and habits of that minority, as well as associated with the new rural construction and local socio-economic development plans of the localities.
