Government religious committee holds conference on dissemination of Decree No. 95 detailing articles and measures to implement the law on belief & religion 2016


The Government Committee for Religious Affairs (GCRA) held on March 7 a conference disseminating the Decree no. 95 dated December 29, 2023 detailing articles and measures to implement the law on belief & religion 2016 to all GCRA’s officials and staff.

As reported, the Decree 95 promulgated on December 29, 2023 replacing the Decree 162 dated on December 30, 2017 contains six chapters with 33 articles and 60 administrative forms and will take effect from March 30, 2024.

During the conference, Head of the GCRA’s Legislation and Inspection Division Nguyễn Thị Định disseminated new provisions of the Decree No.95/2023/NĐ-CP as compared with Decree No.162/2017/NĐ-CP.

These new regulations and provisions of the Decree no.95 cover the interpretation of concepts of belief, religious worshipping & auxiliary constructions and documents proving lawful religious venues, new regulations on changing representatives and collective religious venues of foreigners legally residing in Vietnam, the suspension and restoration of religious affairs of religious organizations, affiliated religious organizations and religious training facilities, identification of auxiliary constructions exempted from construction permits, donation from foreign organizations and individuals, forms of organizing religious activities, fundraisings and donation, reception of dossiers, and decentralization and authorization on competent powers. New regulations and provisions aim to improve the law on belief and religion as well as the effectiveness and efficiency of the state administration on belief and religion in the coming time.
