The plan’s contents focus on the communication and propagation of cultural identities of ethnic minority communities in Vietnam, and the Party’s policies and State’s laws on cultures of ethnic groups.  

In regards to the spiritual life of the ethnic minority groups, the plan emphasized the enhanced communication and propaganda work on the worshipping practices of the ethnic minority groups and policies and laws on belief and religion.

The Ministry of Culture, Sport and Tourism also assigned its Department of Ethnic Culture to collaborate with press agencies, such as Vietnam News, in producing propaganda products and online communication.
