Improper incense offering and burning of votive paper at festivals can be fined up to 500,000 VND

The Government on March 29 issued Decree No 38/2021 on sanctions of administrative violations in the fields of culture and advertisement.
Regarding to the organization of cultural festivals, a fine from 200,000 VND to 500,000 VND could be imposed on violations such as incense offerings and votive paper burnings at improper places, spiritual offences affecting solemn organizations of festivals, etc.
Selling tickets or collection of money from festival participants or improper public toilets at festive venues can also be sanctioned from one million VND to three million VND.
The maximum of fines is 50 million VND for violations by individuals, and 100 million VND for violations by organizations.
Other administrative fines stipulated by the Decree for violations related to culture and advertisements include warning and suspension of festival organizations for certain periods of time.
