Effective program for propaganda and education of offenders in religious establishment in Tra Vinh

Over 80% residents of Cau Quan ward of Tra Vinh province’s Tieu Cau district follow Catholicism. The commune is considered as a key area in the economic development of the province, however, there has many locals using illegal drugs, causing serious consequences and frustration among the community.  

In 2011, the public security department in Tieu Cau ward police established a project on propaganda and education of offenders at Mac Bac church led by Head of the church’s Management Board.

The project’s objectives include the propaganda and education of offenders returning to the community after completing prison sentences, mediation of disputes amongst locals, as well as the advocacy work encouraging local people to proactively participate in the national security protection movement.

For the past nine years, the project has received 952 people. Up to now, 465 offenders who had committed unlawful activities of drug use, stealing, gambling, disturbing public order, etc have been well re-integrated into the community. The project also organized 763 disseminating meetings with the participation of over 100,000 people as well as distributed more than 10,000 leaflets on the decrees on administrative sanctions on security and traffic order and safety to each Catholic household in the parish and for posters at the church.

According to Senior Colonel Trần Minh Hùng, Deputy Head of the Unit in charge of building the movement "All people protecting national security", based on the results of the project implemented at Mac Bac Catholic community, the Directorate board of the public security in the province has expanded this project model to other religious worshipping places in localities, with the name “propaganda and education of offenders”.

Up to now, the public security currently has developed 123 models in localities. The model clubs have organized over 6,000 dissemination meetings with 190,000 participants.
