The formal document asked the management or head of cultural relic sites and worshipping places to ensure the organization of festivals taking places suiting fine customs, in solemn, civilized, economic manners, and avoiding activities adversely affecting the purpose of preserving and promoting fine cultural values in organizing traditional festivals.

In the formal document, the provincial department for culture, sport and tourism also requested the district-level administration in the province to strictly handle activities for profiteering activities in the name of belief or religion, including superstitious activities such as votive papers burning and fortune telling, and deviant worshipping practices.
