Deputy Prime Minister Trương Hòa Bình has asked the Ministry of Home Affairs to create a mechanism of transparent and open competition in the hiring of employees for public services.
The promotion and commendation of civil servants must also follow a similar process in order to attract truly competent and upright people to work in the state administrative agencies, he said.
The deputy PM urged the Ministry of Home Affairs to reorganise the administrative system so that an agency would be able to undertake many different tasks.
But he noted that a specific task must be the responsibility of one organisation only rather than being shared between various agencies.
Speaking at a conference on January 18, Deputy PM Bình also requested the ministry to step up its inspection of personnel affairs amid cases of meteoric and irregular promotion of officials in certain provinces.
He said the ministry must quickly establish inspection teams as instructed by the Prime Minister.
Deputy PM Bình also pointed out a number of other shortcomings of the ministry, including the delayed promulgation of institutional documents and failing to mend the flaws in the tests designed to assess civil servants.
