The ceremony was attended by President Nguyễn Xuân Phúc; Minister of Culture, Sports and Tourism Nguyễn Văn Hùng; Chairman of the Presidential Office Lê Khánh Hải; Chairman of the National Assembly's Committee for Culture, Education, Youth and Adolescents Nguyễn Đắc Vinh; Minister-Chairman of Committee for Ethnic Minorities Affairs Hầu A Lềnh; Vice President of Vietnam Fatherland Front Central Committee Trương Thị Ngọc Ánh; and Deputy Head of the PCC's Commission for Communication and Education Phan Xuân Thủy; together with the leaders of ministries, central and local branches, and a large number of village elders, village heads, artisans, and people of Vietnam's ethnic minorities.
