The Resolution of the 13^th National Party Congress maps out viewpoints, targets, tasks and strategic measures for the environmental protection and climate change response for each development period, as well as the vision and development orientation to 2045.

In the development orientation for the 2021-2030 period, the resolution aims to actively respond to climate change; to exploit and use natural resources effectively and sustainably to prevent and push back environment pollution, resource deterioration and biodiversity degradation; to improve quality of the habitat; to create fundamental conditions for a green economy, with low waste and low carbon, for the sake of the country’s prosperity and sustainable development.

Specific targets for set the environmental protection and climate change response for the 2021-2030 period includes:

• Forest covery stably reaching 42 - 43%,
• Sewage treatment of water discharged to rivers reaching over 70%,
• Greenhouse gas emission down at least 8%,
• New production and business establishments meeting environment protection requirements achieving 100%,
• Sea and coastal preservation areas reaching 3-5%.

Major target of the socio-economic development the 2021-2030 period also sets out specific goals the environmental protection and climate change response as the following:

• Standard sanitation increasing to 95-100% for urban households and 93-95% for rural households having,
• Solid wastes in the urban areas collected and treated reaching 90%,
• Industrial parks meeting environment protection requirements reaching 92%,
• Sanction of environmental pollution violations reaching 100%,
• Forest covery stably reaching 42%.

In addition, the climate change response also receives a priority of strategic attention in both the Key Tasks of the political term of the 13^th Party Congress and the Socio-economic Development Strategy for the 2021-2030 period./.
