The Government has issued the first ever decree on festival management and organization which expected to create a strong legal corridor and many appropriate measures to put this field in good order.
According to provisions specified in the Government Decree No. 110/2018/ND-CP dated on August 29, 2018 regulating the festival management and organization, the decentralization of responsibilities in festival management is clearly defined; the handling of violations in festival activities is also tighter and stricter. In addition, the registration and notification for the festival organization is compulsory and must comply with the program approved by the competent state management agencies.
Remarkably, the competent authority is allowed to issue a document to suspend the organization of the festival in the following cases: The festival is held not in accordance with the inherent contents and values, with offensive activities and violations against social security and order, regulations on traffic safety and environmental protection that may cause serious consequences; the festival is organized with activities of disseminating information, documents and articles with fabricated contents on traditional values of festivals and heritages, causing panic among the people, etc.
Currently, there are 7,966 festivals across the country with 7,039 folk festivals (accounting for 88.36%), 332 historical festivals (accounting for 4.16%) and 544 religious festivals (accounting for 6.28% %). Folk festivals have occupied the largest with presence in most communes and villages of Vietnam.
The government decree 110 on festival management and organization will take effect as of October 15, 2018.
