The festival aims to educate traditions of national building and defense, honor and pay gratitude to those rendering meritious services to the country, as well as create a cultural and spiritual space for local residents.

As reported, the festival of Cao An Phu temple is associated with the life and career of An Sinh Trần Liễu, the father of Trần Quốc Tuấn - a military strategist who three times defeated Mongol invaders.

Prince Trần Liễu, the elder brother of King Trần Thái Tông (1218-1277) - the first King of the Tran dynasty, was named as An Sinh Vương and granted land of An Phu commune (Kinh Mon district of Hai Duong province now) and neighboring communes of An Duong, An Sinh, An Hung and An Bang ( Dong Trieu district, Quang Ninh now) in 1237.

He died in 1251, and was conferred as Khâm Minh Đại Vương and worshiped on An Phu mountain.
