Q: Can foreigners practice religious activities at a legal religious establishment in Vietnam? Which are competent agencies? What documents are needed? And time limit?

A: According to Clause 1, Article 40 of Decree 92/2012/NĐ-CP issued by the Government on November 8th, 2012 detailing and providing measures to implement the Ordinance on Belief and Religion (Decree 92), foreigners lawfully residing in Vietnam shall be offered conditions to conduct religious activities at a religious establishment like Vietnamese believers.

          Foreigners who wish to gather for religious activities at a legal religious establishment in Vietnam shall send a dossier to a provincial – level people’s committee.

          The dossier shall include:

a/ A written request for religious activities with the name, nationality and religion of the representative; reason, time and number of participants, and the religious establishment where they will practice religious activities;

b/ Notarized copies of the papers proving the representative’s lawful residence in Vietnam;

c/ Written approval by the legal grassroots religious organization where the foreigners wish to gather for religious activities.

Within 25 working days from the time when the valid dossier is received, the provincial – level people's committee shall issue a written reply. In case of disapproval, reasons must be clearly stated.
