Administrative procedures for the approval of the preaching, missionary work by dignitaries and clergypersons outside religious establishments are as the followings:

1. Procedures

Step 1: A religious dignitary or clergyperson wishing to preach or conduct missionary work outside religious establishments shall send a dossier to Division of Home Affairs of the district where preaching or missionary work is to take place.

Step 2: The district’s Division of Home Affairs shall consider dossier and request for supplementation in case of necessity

Step 3:

-   Division of Home Affairs in collaboration with the relevant agencies to appraise the dossier and submit to the district-level people’s committee for approval.

-   The district-level people’s committee shall consider the proposal submitted by its Division of Home Affairs and make decision to approve or disapprove (or authorize to Division of Home Affairs for making decision). In case of disapproval, the reason shall be clearly stated.

2. Sending and receiving the dossier: the dossier shall be sent directly or by post office, and shall be received in working days.

3. The dossier shall comprise:

a. Components

- A written request (form)

- Written opinion of his/her immediate religious organization or religious organization directly administering him/her

b. Number of copy: 01

4. Deadline for reply: within 10 working days after receipt of a valid dossier

5. People to fulfill administrative procedures: dignitary or clergyperson

6. Agency to handle administrative procedures: Division of Home Affairs of the district where the preaching or missionary work is to take place.

7. Result of administrative procedures: Written approval or disapproval of the preaching or missionary work by a dignitary or clergyperson outside religious establishments
