1. Procedures

Step 1: A belief establishment or religious organization wishing to conduct fundraising beyond one commune but within one district shall send a notice to Division of Home Affairs of the district where the fundraising is to be conducted.

Step 2: The district’s Division of Home Affairs shall considers the notice and request for supplementation in case of necessity.

Step 3:

-The Division of Home Affairs in collaboration with the relevant agencies appraise the notice and submit to the district people’s committee for approval.

- The district people’s committee shall consider the proposal submitted by its Division of Home Affairs and make decision to approve or disapprove of the fundraising (or authorize to Division of Home Affairs for making decision). In case of disapproval, the reason shall be clearly stated.

2. Sending and receiving the notice: the notice shall be sent directly or by post office, and shall be received in working days.

3.The notice shall comprise:

4. Deadline for reply: 5 working days after receipt of a valid notice

- The purposes of fundraising by a belief establishment and religious organization shall be announced publicly and clearly, and the fundraising shall be informed in advance to the district-level people’s committee where it is to be organized.

- No abuse of fundraising for individual benefits, or illegal purposes, shall be allowed.
