Administrative procedures for the approval of the fundraising by belief establishments and religious organizations beyond one commune but within one district are as the following:

1. Procedures

Step 1: A belief establishment or religious organization wishing to conduct fundraising beyond one commune but within one district shall send a notice to Division of Home Affairs of the district where the fundraising is to be conducted.

Step 2: The district’s Division of Home Affairs shall considers the notice and request for supplementation in case of necessity.

Step 3:

-The Division of Home Affairs in collaboration with the relevant agencies appraise the notice and submit to the district people’s committee for approval.

- The district people’s committee shall consider the proposal submitted by its Division of Home Affairs and make decision to approve or disapprove of the fundraising (or authorize to Division of Home Affairs for making decision). In case of disapproval, the reason shall be clearly stated.

2. Sending and receiving the notice: the notice shall be sent directly or by post office, and shall be received in working days.

3.The notice shall comprise:

a. Components (form)

b. Number of copy: 01

4. Deadline for reply: 5 working days after receipt of a valid notice

5. Subjects to fulfill administrative procedures: belief establishments, religious organizations

6. Agency to handle administrative procedures: Division of Home Affairs of the district where the fundraising is to be conducted.

7. Result of administrative procedures: written approval or disapproval of the fundraising

8. Fees: No

9. The form, declaration forms: B30 form for the fundraising by belief establishment and religious organizations as prescribed by Circular No. 01/2013 / TT – BNV dated on March 25, 2013.

10. Requirements and conditions for implementation of administrative procedures

- Belief establishments and religious organizations shall be entitled to raise funds and accept assets donated and presented voluntarily by domestic and foreign individuals and organizations, in compliance with provisions of law

- The purposes of fundraising by a belief establishment and religious organization shall be announced publicly and clearly, and the fundraising shall be informed in advance to the district-level people’s committee where it is to be organized.

- No abuse of fundraising for individual benefits, or illegal purposes, shall be allowed.
