Administrative procedures for registration of religious orders, monasteries and other collective religious-practising institutions operating within one district, town or provincial city are as the following:
1. Procedures
Step 1: Heads of religious orders, monasteries or other collective religious-practising institutions shall send a dossier to Division of Home Affairs of the district where such an order, monastery or institution is located.
Step 2: The district’s Division of Home Affairs shall consider the dossier and request for supplementation in case of necessity.
Step 3: The Division of Home Affairs in collaboration with the relevant agencies to appraise the dossier and submit to the district-level people’s committee for approval.
The district-level people’s committee shall consider the proposal submitted by its Division of Home Affairs and make decision to grant or not to grant a registration certificate to religious orders, monasteries and other collective religious-practising institutions (or authorize to the Division of Home Affairs for making decision). In case of refusal, the reason shall be clearly stated.
2. Sending and receiving the dossier: the dossier shall be sent directly or by post office, and shall be received in working days
3. The dossier shall comprise:
a. Components
- A written request (form)
- A list of clergypersons
- Internal rules, operation regulations or statutes clearly stating the goal, objectives, organizational and managerial system, material facilities, social activities, international activities (if any) of the order, monastery or other collective religious-practising institution;
- A list of religious establishments attached to the order, monastery or other collective religious-practicing institution, certified by the commune-level people’s committee where these establishments are located.

5. Subjects or entities to fulfill administrative procedures: orders, monasteries or other collective religious-practising institutions in Vietnam that have not been granted a registration certificate operating.
