Deputy Minister of the Ministry of Culture, Sports and Tourism Huỳnh Vĩnh Ái and Deputy Minister of Home Affairs cum Chairman of the GCRA Phạm Dũng co-chaired the signing ceremony. Attending the signing ceremony were also leaders and officials from the Ministry of Culture, Sports and Tourism and the GCRA.

At the meeting, delegates heard the summary report on drafting process and some contents in the Joint Circular.

Speaking at the meeting, Mr. Phạm Dũng, Deputy Minister of Home Affairs cum Chairman of the GCRA pointed out that belief - related and religious activities always abide by the law of the State in the past time. Belief - related and religious activities have contributed to create standards of values in society.

However, in the current trend of social development, besides the positive aspects, negative factors remains, affecting belief - related and religious activities, preservation and restoration of relics, festival activities. To overcome the limitations, the Ministry of Culture, Sports and Tourism coordinated with the GCRA and related agencies to build the Joint Circular to strengthen the civilized life style in belief – related and religious establishments. He expressed his hope that the Ministry of Culture, Sports and Tourism and the GCRA will continue to disseminate this Circular to official, religious dignitaries and all people.
