Revised Decree detailing articles and measures to implement the Law on Belief and Religion promulgated

Deputy Prime Minister Trần Lưu Quang signed on December 29 Decree No. 95/2023/NĐ-CP detailing a number of articles and measures to implement the Law on Belief and Religion, replacing Decree No. 162/2017/NĐ-CP.

The Decree No. 95 will take effect on March 30, 2024 consisting of six chapters with 33 articles, more eight articles as compared with the Decree 162.

Accordingly, while maintaining the scope of regulation, the new decree has focused on amending, supplementing and clarifying a number of articles and clauses in order to suit practical circumstances.

The revised Decree’s new additional articles and clauses relates to administration procedures for changing a representative of a group of foreigners of lawfully residing in Vietnam and collective practicing place of this group; the suspension and restoration of activities of religious organizations and dependent religious organizations; the suspension and restoration of activities of religious training institutions; renovation, upgrading and building of new religious facilities; holding religious ceremonies and practices;  publishing, import of  religious scriptures and cultural products; fundraising and donations, etc.

The new decree also amends provisions relating to the interpretations of concepts of belief and religious facilities; regulations on building and upgrading of new belief and religious establishments, auxiliary works, and applications, etc. It has 50 administrative forms, three more as compared to the Decree No. 162.
