The theme of the emulation movement is based on the following factors: the fast development of science and technology, deeper and wider globalization and international integration, market economy, social justice progress, democracy, rule of law, cooperation and struggle for national interests, for peace, development and joining hands in addressing global challenges.

"The world economy remains difficult; the risk of terrorism is increasing. In the region, the major countries are strengthening military power and strategic competition is getting fiercer. Territorial disputes, especially in the East Sea, develop in a complicated way and unpredictably," the Prime Minister said.

"Internally, Vietnam’s position and strength is stronger. We have more experience in management and administration, but there are still many limitations and shortcomings. The task is very heavy while our resources are still limited," he said.

In the context of the challenging integration, the Prime Minister stressed that the emulation movement of the 2016-2020 period must be linked to the country’s social-economic missions, in all areas of production and business, development of new-style rural areas, culture, education, healthcare, science, social security, defense, security, and foreign affairs, building the Party, administrative reform, etc.

The Prime Minister called upon the whole Party, army and people to promote the patriotic tradition and the strength of the great national unity and further emulation of role models to successfully fulfill socio-economic development and nation-building and safeguarding tasks.

The nationwide movement will focus on speeding up practical and effective emulation campaigns towards the achievement of socio-economic targets as well as those that help increase productivity, quality, efficiency and competitiveness of the economy and boost economic restructuring in line with the growth model reform.

Attention will be paid to stepping up the building of new-style rural areas as well as the building of cultural life in residential areas, and intensifying the implementation of programs on education, science-technology, health and social welfare.

The national movement will also focus on studying and following the late President Ho Chi Minh's moral example, while improving the capacity of Party organizations, building a transparent and strong Party, increasing State management, intensifying anti-corruption and wastefulness efforts, and fostering administrative procedure reform.

Emulation campaigns on defense, security, and external relations will be intensified in order to maintain independence, national sovereignty, and territorial integrity, and gain deeper international integration.

During the 2016-2020 period, role models in national patriotic emulation movements will be honored and expanded.

This congress brought together 1,800 exemplary individuals and representatives from outstanding units in patriotic emulation campaigns in all sectors and fields over the past five years since the previous congress.

The Chairman of the Vietnam Fatherland Front Central Committee Nguyễn Thiện Nhân said he highly appreciated the theme "Solidarity, creativity and emulation for national construction and defense” of the emulation campaign.

"The theme of the emulation campaign specifies two basic solutions to promote the spiritual and physical strength of the people and the country: Unity and Innovation,” Nhan said.

Chairman Nguyễn Thiện Nhân said there would be efficient ways, specific content and objectives for emulation in each area, such as production, business, training and scientific research, sustainable poverty reduction and getting rich legally with key campaign towards the foundation: "All people unite to build the new-style rural areas and civilized urban areas", ensuring food safety, social order and security, civilized lifestyle, education and healthcare...

"We need to support and encourage millions of young people to successfully start their business in the next five years," Nhan stressed.

For the armed forces, the emulation movements are called "Emulation to Win" and "For National Security".

Emulation among the four million overseas Vietnamese is to preserve and promote the nation's cultural identity, improve the position of Vietnam, and contribute to develop and protect the beloved country.

For public servants, the emulation target is "practice thrift, listen to and serve the people, under the supervision and evaluation of the people, promote administrative reform, IT applications, build modern, professional, dynamic public administration, and build a clean and strong Party and Government".

The VFF Chairman expressed the determination and deep belief that the emulation movement of the next five years will be warmly supported by the people at home and abroad to turn it into reality.
