Attending the ceremony were Cardinal Thượng Tám Thanh, President of the Tay Ninh Caodai Church, representatives of local authorities and about 1,000 Caodai followers inside and outside the locality.

Ninh Xuan parish under the Tay Ninh Caodai Church was established in early 1960s and its original oratory was built by temporary materials in 1966. After approval by local authorities on a plan to rebuild the oratory, the construction of the new oratory was started in 2002 and completed in early 2015 with a total cost of over two billion VND.
