On October 29, Minister of Home Affairs Nguyễn Thái Bình presented the draft law on belief and religion to the National Assembly (NA) in a plenary session.
Currently, the fifth draft law on belief and religion consists of 11 chapters, 11 entries and 68 articles, including six articles on belief, 38 articles on religion and 24 articles on both belief and religion. Compared with the Ordinance on belief and religion, the draft law has many new provisions, aimed at better ensuring religious freedom of the people.
Chairman of the NA’s Committee for Culture, Education, Youth and Children Đào Trọng Thi then read a report appraising the draft law. According to the report’s assessment, the draft law has shown more openness in the state management on belief and religion and remove some administrative procedures.
However, freedom of belief and religion brings spiritual elements, so the state management needs to have its own characteristics. The prescribed content and form of the state management on belief and religions should be considered in the measures taken by the State to guarantee the right to freedom of belief and religion.
The NA’s Committee also urged the Drafting Committee to further review, revise and early complete the draft law in order to better meet the right to freedom of belief and religion for people, as well as improve the state management on belief and religion.
