This Decree details a number of articles of the Law on belief, religion on the right to use scriptures, express the faith in belief and religion of the people kept in custody and detention according to the provisions of the legislation on enforcement of temporary custody and detention; people serving imprisonment sentences; people put into reformatory schools, compulsory educational establishments, or compulsory detoxification establishments; proceedings and procedures for the granting of registration of non-commercial legal entity for grassroots religious organization; proceedings and procedures for dissolution of religious organization, grassroots religious organization; proceedings and procedures for dissolution of religious training establishment; proceedings and procedures for approval or registration of the conferment, appointment, election, nomination with foreign elements; the receipt and management of grants from foreign organizations and individuals of  religious organization, grassroots religious organization; the fund-raising activities of belief-related establishments, religious organizations, grassroots religious organizations, and measures to implement the Law on belief, religion.
